Senior Technology Procurement Specialist (CTO/CIO) / Freelance

Core Client Requirements:

• Collaborate with business unit leadership (HR, Finance, IT) to capture requirements for major enterprise software and system replacements
• Draft tailored RFPs, RFIs, and go-to-market documentation to solicit competitive 3rd-party vendor proposals

Industry-Standard and Operational Responsibilities:

• Establish vendor risk management protocols and align commercial contracts with corporate compliance, data governance, and cybersecurity standards
• Conduct total cost of ownership (TCO) and ROI analyses on proposed technology investments

Required Qualifications and Experience:

• Proven background as a Chief Information Officer (CIO), Technology Director, or Senior Enterprise Sourcing Lead
• Extensive track record procuring and implementing enterprise-grade systems (e.g., ERP, Microsoft Dynamics, core HR Transformation systems, insurance platforms)
• Master-level expertise in software licensing models, contract law, and RFP formulation
• Deep experience in corporate procurement structures and vendor governance frameworks

Preferred / Nice-to-Have Skills:

• Industry experience within Financial Services, Insurance (Life/Short-Term), or Banking
• Professional certifications in procurement or technology management (e.g., CIPS, CGEIT)
