TECHNICAL MANAGER JOB DESCRIPTION & SPECIFICATION
Reports to the Estate Manager or the Board when standing in for the Estate Manager. The maintenance crew reports to him. Estate Management and Staff will report to him when the Estate Manager is not available.- 1. SHORT TERM RESPONSIBILITIES (Daily and Weekly)
- 1 BUILDING/CONSTRUCTION
�. Regularly inspect roads and sidewalks for damages/wear caused by contractor activities i.e. deliveries made, pump truck jacks, or damages to water connections and/or other infrastructure. Furthermore must ensure corrective action is implemented and where needed penalties are issued and/or additional costs are covered by the Stand Owner.
�. Ensure all requirements (Building and Sidewalk Deposits, Approved Plans, water connections, waste bins) are in place as per Estate Rules before allowing construction activities to commence on Building Sites. No deviations must be tolerated.
- 2 GROUND MAINTENANCE
This is done using SLA agreements and or service providers available to execute checks, repairs, or backup up, and to ensure critical spares are available always.
�. Regularly revise Ground and Garden Maintenance Plans and schedule repairs, replacements, and checks list verifications strictly to ensure concerns/problems are addressed soonest. Monitor deviations and produce regular statistics/reports/risks for problems that may need intervention by the Estate Manager/Board i.e. regular sewerage blockages, stormwater flooding, fire hydrants not serviceable, etc.
�. Ensure all fire hydrants, sewerage drains and pipes, water and electricity connection/cut-off points, CCTV, and fiber points are GPS mapped and listed.
�. Clubhouse and other facilities inspect regularly to ensure all buildings, and equipment are maintained and in good order as per maintenance checklists and schedules and the quality of preventative maintenance is of good standard and as per industry norms.
�. Plan and control maintenance purchases and stock keeping e.g., first in first out, maintain asset and stock registers, follow Financial Protocols and avoid excess stock holding to reduce risk of pilferage/spoilages.
�. Ensure quality and rate of work executed is according to legal compliance as per applicable legislation and local bylaws.
�. Appoint and train Safety Representatives from employees and ensure this and other OHS Act requirements are always met i.e. safe work practices, guarding of electric tools and equipment, wearing of correct safety apparel, inspections of fire and gas equipment, workplace and building inspections, sound housekeeping, etc.
- 3 BREAKDOWNS/REACTIVE DUTIES
Is the prime contact for the HOA Estate-related Metro Service delivery issues and analyzes service type breakdowns to guide the Receptionist/Control Room to report faults/complaints to the relevant Metro Service Centre/s. Ensure regular progress feedback is received and if needed escalate problem/s to the Estate Manager for joint decision-making and/or communication to affected Residents/others.
Perform standby duties to cover equipment/ network/ security/ services interruptions/ breakdowns and ensure maintenance staff and or service providers are available to address after-hour critical breakdowns.
Regularly inspect all areas of the Estate to identify equipment, installations, roads, sidewalks, and parks that need repairs/maintenance or replacement and prioritize and action it.- LONG TERM RESPONSIBILITIES MANAGEMENT
Is the stand-in Estate Manager when the Estate Manager / Deputy Estate Manager is not available and relieves in the Environmental Manager position when needed.
May be the appointed POPI Act and OSH Act responsible person for the MNEHOA and ensure legal compliance to these by appointing & delegating responsibilities to others to fulfill these obligations.
Compile and issue monthly management feedback reports and proposals for the different subcommittees, Board, and if needed for AGM presentations and keep to priorities/tasks set at these meetings.
Manage and control the performance of subordinates for quantity and quality of work as well as their on-the-job training and time and attendance performance. Perform disciplinary counselling/s or initiate disciplinary action against repeat/serious transgressors.
Manage and control maintenance expenses and assist in compiling the Repair and Maintenance Budget and address deviations once the budget is approved and utilized.
Project management - Participate in identifying worthwhile projects, compiling the relevant Scope of Work/s, project planning, and scheduling activities, obtaining quotes, and overseeing/managing projects to ensure budget, timelines, and quality of work are adhered to as per project procedure/s.It includes the management and control of project/maintenance service providers/contractors regarding the quality and quantity of work performed and using project milestones, approved budgets, progress payments, retainers, and staying within set Financial protocol limits.
KNOWLEDGE/KNOW HOW TO DO THE JOB- Require excellent communication skills to communicate at all levels e.g., Board directors, residents, service providers/contractors, authorities, and subordinates verbally as well as in writing.
- Sound understanding of finances, project, maintenance, and business management, good writing skills with the ability to identify risks and priorities, compile schedules and reports, and logically explain deviations from set priorities.
- Good computer skills/abilities and good software system knowledge to present Project/Management Reports, Progress Schedules, and other Management-related information and assist with IT-type breakdowns.
- Ability to plan, delegate, and control the performance of workers and provide guidance and coaching as well as enforcing corrective actions where needed.
- A systematic, disciplined leader who leads by example with time and attendance, quantity and quality of work.
- Grade 12 minimum.
- Some technical type qualifications, business, and project management qualifications with relevant 3 to 5 years of practical work experience will be an advantage.
- Good knowledge/use of applicable legislation e.g., the BCEA, OSH, Toenplanning regulations, and NEMA Acts and relevant industry regulations.
- Must display a good command of the English language e.g., the ability to communicate and write Reports, Minutes, and Memos of a Technical Nature
- Experience in financial management i.e. assisting in compiling annual budgets, controlling expenses as per set budgets
- In possession of Code 8 Drivers License.
- Own transport.
- Prefable stay within a radius of 25 km from the Estate.
- Able to work with minimum supervision and use your initiative to solve problems or find alternative solutions to problems.
- Lead by example with time and attendance, quantity and quality of work, and safe work practices.
- Excellent communicator i.e. ability to communicate well at all levels that is directors, owners, management, subordinates, and trustees
- Observant and proactive and an eye for detail i.e. when building lines/heights exceed laid down Rules/Regulations.
- Patience in coach and instructing subordinates and dealing with Directors, Residents, Local Authorities, and Contractors.
- Compliant i.e. respect and apply Rules & Directives, guidance given by Management and Trustees.
- Standby duties are involved hence need to be available on alternative weekend
- To be available for after-hours meetings and/or to attend to maintenance-type emergencies i.e. water pipe bursts, sewerage drain blockages, electric & network outages, fence repairs, network issues, etc.
- Communication is vital with Residents/Contractors - to be approached professionally.
- Ability to perform under pressure and to meet set deadlines/objectives.
